I've found two mods that do this. One was 'Adjustable Gender Probabilities' or something similar. It set female to male default at 25%. You could supposedly adjust that but I never could make the adjustment work. Was good enough at default values.
This mod works with Long War, but it appears to no longer be at the Nexus.The other mod is, which allows you to adjust the male-female ratio. I'm using this now with Long War.
I've had some problems with this mod too. It expects you to have the Slingshot Content Pack DLC, but it does not list that as a prerequisite. Still works ok but I recommend tweaking it.
